Rebuilt will not start up the first time

MB K8M8MS/K8M8M Mach Speed Technologies
AMD Athlon 64 3000+
New 350 Watt power supply

After assembaly the box will not start up for the fist time. I get no POST Test beeps at all. I have tryed all connections and replaced memory. I have even tryed a start up with no memory installed. The CPU fan starts to move when the front panel switch is turned on. But it does not even make one revolution. HELP!!!!!!!
