Received error regarding VPICD

Windows 98 system. Receiving error message: While initializing Device VPICD Windows Protection error. You need to restart your computer. What device is this error coming from and what needs to be done to correct. Restarting the computer is not working.

I am also installing version windows 98 on another system and receive a message that the cab. is corrup does not say what cabt. If I keep trying to install it will go by this message and install. What is causing this message and how doI correct. How does that affect the system that it was installed on.
