Recepient Policy in Exchange 2000 Server

I set up a policy in my exchange server that is supposed to delete all emails in the sent folder that are more than 4 months old and also empty the deleted items folder every night but it doesn’t seem to work. The option to manually apply the new recepient policy that i created is grayed out and i therefore i can’t manually apply my policy. Any help will really be appreciated.
