Reconfiguring an Old Gateway

I have an old Gateway P5-60. It has a Sony CDU33A-GW cd rom drive. My problem is that we reformatted the hard drive and now wish to reload win 95. Trouble is that the CD ROM isn’t recognized when booting up. Cables are tight, power is there, driversattempt to load from Win 95 boot disk, but the CD is not found. It does have a proprietary card. Are there BIOS settings that I am missing? I’m lost
