Redirecting ip address to new ip

All my users have a shortcut to an old server by ip and file location IE 206.x.x.x/file
I need to redirect the old ip to the new one which internal 10.x.x.x/newfile

How do I go about doing this? I would like to use dns to make this work. I know I can install IIS on the old server but I really dont want to have IIS running on my domain controller.
