Reformattin a LapTop

I have a laptop that i bought from an anonymous seller, he gave me the username and password, and it works but there are certain restrictions like, you cant download anythng, cant surf the internet, cant install anything from a disk, what can i do to fix this situation and have the laptop working like new?
