registry permissions

I am working on a windows 2000 network.
I have an app that writes to the registry
the only way to get this app to run is to give the users admin rights. How can I set permissions on the registry so the users
can run this app with out giving them admin rights. I,ve tried to set the rights through group policy
computer configuation/security/registry/add key however this didn’t work. any suggestions
