Remote Access Connection Manager service

I just installed Windows 2000 on my computer and now when I try to set the Dial-Up internet it doesn’t allow me. If I try to set it up manually through internet options I get an Error that says: “Cannot load the Remote Access Connection Manager service – Error 1060: The specified service does not exist as an installed service.” Any help would be appreciated.
