Remote Access to HKey Local Machine

I need to access to HKey Local Machine on a 2003 Server Standard Edition from an XP machine. From the XP machine I can see it, but it denies me access. I have tried to set permissions but it tells me that I don’t have access to set the permission. When I set the permission from the 2003 machine it just ignores it. Does anyone know if you can remotely access HKey Local Machine in Windows 2003?
