Remote admin using Terminal Services

We were using Terminal Services to remotly access
our 2000 servers from a windows 98se client. All
was working well then one day we started geting
the message below:

“The client could not connect to the terminal server. The server may be toobusy. Please try connecting later.”

Notes: 2000 pro client still connects fine.
Could not find any help on microsoft support site.
This accours whith out any other connections.
We are running in Native mode.
All servers have the latest Service packs/hot fixes.
Tried reinstalling serveral times.

Any ideas …
