Remote Registry in Win95 (REGSERV)

Upon rebuilding Win 95 a Toshiba Satellite Pro 4200 series laptop I now receive the following error:

“Remote Registry functionality is not enabled because it relies on user-level security. Use the access control property sheet in the network control panel to enable user-level security”.

Enabling user-level security does not fix the problem, nor does removing the Remote Registry function from Win 95.

Any ideas?
