remote users on Netware 5.1

I have 3 remote locations that I would like to be able to login to the Netware servers. We are using primarily IP on the local netware although a couple of applications require IPX so IPX is bound to the servers. IP is the only protocol being routedto the remote locations and the only servers are physically at our location. The remote sites are connected by Cisco 1600 routers on both ends of the frame-relay and on this end the router connects to a NIC on an Open VMS server and routed through asecond NIC on the VMS server to the rest of our network. I have set up HP printservers at all 3 locations using NDPS and can print to all 3 from this location. However I can’t get any of the PC to login to Netware. I don’t know if it is just a port not open that should be open or if there are settings on the servers that need to be changed. The PC’s at the remote locations can ping any PC at our location so I know IP is working to some degree and they log into the VMS server via IP. I have looked for several days and haven’t found anything helpful. I would appreciate any help I can get. Thanks.
