Remove Games from Computer

I have Windows server 2003 and clients are running Windows XP Pro.

On the client computers, how do I restrict users accessing the Control Panel and stop users from playing computer Games (like solitaire, etc).

That is i don’t want users to see any Control Panel or Games.
