Remove scrollbar from Task bar

In previous versions of windows, you could remove the scroll bar from kicking in when you had a large number of programs open. I am trying to make this happen in XP. I do not want to use the Grouping of Programs, but instead want the program icon in the task bar to keep shrinking and shrinking.
