Remove Shut down from Ts

Hello I have a Terminal Server 2003 that I’m setting up to run only one program for my users. However this program requires as least “Power User” access rights. Once I grant this level the users have the ability to shut down the system.

Is there a way to remove the option to Shut down for these users, but is accessable for the Admin on remote?
