replace ROM on cisco router

I bought a used Cisco 2501 router.
I need to wipe out the old data because the old user login is still on the router and I can’t jget in to do anything. if i replace the old ROM chips will this give me a clean config?
Or could i just remove and replace the original ROM.
Note: forget about doing a password recovery, the break bit is set to “disable”.
