Replacement NIC connectivity issues with Static IP assignment

Recently I replaced a NIC card on a exchange server that went bad(on-board). (Windows 2003 std server, exchange 2003) I disabled it in the bios and put in a replacement card. When the replacement card used dhcp to get it’s IP it worked fine, but after I assigned it the static IP of the mail server then all internet connectivity was lost, but internal connectivity remained. Why doesn’t the new NIC access the internet with a static ip? Is their some sort of connection between mac address and the static ip somewhere that I need to change?
