Replacing hubs

I have a Netware Network with four 24 port hubs. I have 2 on the first floor, 2 on the second. The server is also right next to the 2 hubs on the 2nd fl. Both hubs on fl. 1 are connected each with a 100mb utp cable running to the hubs on the 2nd fl. 2nd fl. hubs are interconnected and from one goes to the server. I have users complaining, one group especially, on the fl. 1 about network sluggishness. I was wondering if replacing these hubs with 10/100 switches would eliminate the slowness? and if so, is it just a matter of removing the hubs, replacing with switches and plug all connections and go?
