resize netware partition

I have a need to upgrade the hard disk on a Netware 3.12 Server. I can use Symantec Ghost to copy the drive to the bigger drive, but the Volume size remains unchanged. Install reports the Netware partition size is the full size of the drive, but thevolume size is unchanged. I can’t create any new volumes or use any more of the disk. I am going from 1GB to 20GB. I tried another utility called drive upgrader but it also didn’t work. I see PowerQuest makes Server Magic, but I really didn’t want to spend $495 for a one time thing (I could buy 5 HD’s for that!). Any suggestions?
