Restore Temp

Using Windows Me. Is it possible to delete files from the “Restore Temp” folder, and if so could you please give me step by step instructions. From time to time i get some trojans and they all seem to end up in my restore temp folder but it wont let me delete them as the message says they may be in use. Appreciate your advice as this is getting frustrating.
