Restoring a file deleted thru network

Is there any way to restore a file that was deleted thru the network. I have a case were someone deleted a file from their workstation (the file was actually located on the server) by accessing it thru a mapped drive to the server. They now need to get the file back but if I go to the Recycle Bin (both on the workstation and on the server) there is no such file. Does the file automatically get permenantly deleted (skipping the recycle bin)?
