Restrict access to a specific web site for a specific user

I want to know how I can use Group Policy (or possibly another tool) to block a specific website from specific group of users or a user….due to abuse.
We have Server 2003 with XP Workstations. Our Proxy is controlled by Our Credit Union Central, so we do not have access to use that.

Any help you can provide would be awesome.
