Restrict Display Properties

I am running a network with all Win 95/98 and just a few NT 4.0 workstations. Recently we have found that we have some internal employee security issues. One of the ways I want to stop this problem is to set screen savers on all workstations that require passwords to return to the desktop. This is easy enough to do, however, I have found that many employees don’t want to deal with having to put in a password everytime they turn around, so they are disabling the password protection or the whole Screen Saver. I need to know how to restrict users from being able to open up the display properties and/or changing the Screen Saver. This includes blocking them from installing new Screen Savers that would override the one I set for the system. Any help would be apprecieated.
