restrict users from Moving directories.

I have a Netware 5.1 server and using MS Office 97 applications. I am trying to restrict the users from moving or deleting the directories so I did what I saw in Novell TID#10071144, which states to give delete inhibit and rename inhibit to the directory. What happens is I try to move the folder and it gives me an error that says access is denied which is fine but all the files and subfolders move anyway. I am left with an empty folder. Does anyone know a way of setting restrictions so users can’t move or delete the folder or anything in it. I can’t set delete inhibit to all the files because you can’t have delete inhibit on MS office files as it states in Novell TID 2937159.
