Restricting long file names

Hi can anyone tell me how to stop a user from creating very long file and folder names on a 2003 server home drive. When I run a cleanup DEL can’t handle the long file name and so skips over it. Limiting the name to say no more than 25 characters would be so helpful. Is there a registry entry for NTFS volumes or some other way ?
