Restricting times for internet access.

We have a DSL service on the internet at our school and we would like to know if there is a way to restrict the times of access to the internet in some rooms in the school and alow unlimited time access in others. We want students to be able to access the internet only at times that teachers are present to monitor their activities. The computers are connected by network neighborhood and by Novell 5.1.
