retry interval

On the SMTP gateway computer, connected to the internet, I need to know where to configure the retry intervals for the outbound message que. I tried to find the SMTP in the protocols menu, but there is none, just MAPI, NNTP, POP3. I am trying to shorten the time it retries to connect to a host.
