Reverse Lookup

Could someone give me how reverse lookup works and how an new ISP should setup this function with it’s upstream ISP. Any resources or links you could refer me to would be greatly appreciated. Please be as detailed or general as you want I just need as much info on this topic as I can get. Any input welcomed!!
