Roaming Users in Win 2000 Srvr

I reinstalled Windows 2000 Small Bus. Server to a network of 1 server and 5 workstations and creating all new users in the active directory of the server the users can’t log on to any workstation only administrator can. I get the message
“The local policy for this system does not allow you to logon interactivly.”
Is there a way to make those users roaming users without adding all of them to each workstation individually like NT 4.0?
