Root domain is not synchronising with extrenal time server

We have Win2003 Ad in our HO Dubai and seperate tree structure at singapore sub office.Now the singapore server is not synchronising to our root domain at dubai.And also the root domain in dubai synchronising with external time server but some minutes diffrence.can some help me
