Router modems confguration

Dear sir,
I have a cisco router 2610 with IOS 11 wiht two NM-16AM .
I want to specefy a distinc modem to a distinck user, so no one except him,
can not dial it.
Is it possible ?
Is there any special command or I must to write som echat scrip, and how ?
