Routing cable

I was able to route cable to two computers without a problem. They both work and are connected, though one is significantly faster than the other one. One downloads at 100kb/s, the other downloads at 5-10kb/s. Is there anyway i can fix this? Maybe to atleast have them both go 50kb/s or the most have them both go 100kb/s?

The router i use was made by Phoebe if that helps any bit.
