Routing Slip from Outlook 98

I’m working in a small network that uses Windows NT server and most of the users have Office 97 with Outlook 98. In Microsoft Word there is an option to send a document through a routing slip. My overseer is making a form for Outlook and want to perform the same action from Outlook 98. Is there any way to do it?
