Routing static ip on side to side vpn windows 2003

hi

i have a server on Canada and my server have a one ip (64.14.15.X), and i have another 8 (64.14.16.X) ip address thats routed to my server , and i have a one windows 2003 server in iran and this server have another valid ip (217.218.252.x) address , behind a windows 2003 i have a 6 client in one lan , i need to route that 6 ip address to this clients with site to site vpn.
note: my client unable to create and use vpn connection to connect to the server, i need a lan routing. and dont want use a NAT.
