Routing the Wan IP to another Wan IP

Again HI! to all TechRepublic, just a question guys that is on my mind and want to have an answer on it, How can I route my Wan IP to another Wan IP and allow access to my Lan on each side?. Can telnet command do the routing?
I want to learn IP routing especially letting each router see each other.
