RPC Server is unavailable

is RPC Server only a feature or one (1) of the function in Windows 2000, 2003 and 2008?

likewise, how is RPC Server being manage … does it function to blocked IP(s) in doing some network activities by disabling network commands using in the command prompt?

in my own experience, i try to issue(d) some “netsh” command in the command prompt but it shows result as ‘RPC Server is unavailable’.

is RPC server 1-way of limiting or prohibiting client PC or remote user?

by the way, my local PC has an OS of Windows XP.
