RRAS in SBS2000 incorrect IP for VPN login

RRAS server in SBS2000 is issuing incorrect IP addresses
2 x NIC ext = 10.200.200.100 int = 10.20.20.2
router = 10.200.200.200

VPN logs in & authenticates with server but RRAS issues completely different IP (server = 169.254.137.69, client = 169.254.166.252).

Therefore, cannot log on to LAN.

I have deleted RRAS server but this does not seem to flush the legacy settings and problem remains.
