RRAS in Windows 2003

I am using Windows 2003. When I install Routing and Remote Access it installs just fine. However I cannot access it at all. When I try to access it, to configure anything, with the MMC I get a pop-up window that says nothing but 4110. I can’t setup a VPN, NAT, or anything related. I had a suggestion to re-install Windows 2003 but this is not an option for me. Thanks in advance for any suggestions.
