Rules with no loop holes

A very simple question but the answer eludes
me.
I need a set of rules for keeping a network drive clean. Regardless of the size it’s always full and everyone needs everything.
Backups are regular size restridtions are in place but nothing works. I need help laying down the law with a set of bullet proof rules for the drives..Help
