Running drives using additionl pwr sply

My power supply is only 140 watts. I have 2 hard drives, 1 floppy, 1 CD-Rom. I tried to add a CD-RW and my computer would not boot up. Can I add another power supply just to run the CD-RW? If it can be done, how would I hook everything up?
