Running Multiple Recipient Policies with Exclusions

I have 1 exchange server in the domain and i have 2 recipient policies set up. 1 to clean the mailboxes up set to parameters and another to exclude a specific user whos mailbox cannot be cleaned. Can I run more than 1 recipient policy at a time? If I set the policies to run, what stops the non exclusion policy from cleaning out the excluded policies mailbox?
How should I configure my exclusion recipient policy?
