Runtime Error In System Restore and In Safe Mode.

System restore does not retain restore points.
When I try to check it I get a Runtime Error message.
When I try to run it in Safe Mode the same Runtime message
appears as soon as Safe Mode opens.
The Windows Help and Support message is also forced to stop
working at this point.
