Same Desktop All Users

I installed W2k and set up secretary as administrator and installed programs – works fine. Now I want to change her username to Nancy – and set up others with their names to use the same machine. I want them to see the same desktop of already installed programs for administrator. Problem is when I copy the desktop directory from administrator the programs (Corel WP2000) don’t work. How can I make it the same for all users?
