SBS 2003 Internet wizard failing on Network

I have just rebuilt the server for a client who believe it or not still has dialup internet access. the build went well untill I tried the Internet connection wizard it starts off ok but fails setting up the network. the server only has one card in it. I have tried setting it up on broadband as well but it still fails when setting up the network Ideas please thanks
