Scandisk incorrect freespace report

Scandisk indicates incorrect ‘freespace’ and offers to fix it. All is well for a few days then same error occurs usually following a system freeze!! Is this a hard drive problem or software. I’m Running W98se, 256mg Ram, Samsung 10.2G HD.
