Scanner not detected by Local User

How can I allow local users to use the scanner. Currently, you have to have administrator status to use it.

Local user gets message, “The scanner cannot be detected. Please make sure the scanner is connected properly and press Retry” but works fine if Use As Administrator.

XP Professional Version 2002;
Epson Perfection 1650 scanner;
Pentium 4 1.7 GHz
