Screen Flashes on and off after trying a download-must reboot

When I try to install a download the screen starts flashing on and off. I must reboot the laptop to stop the flashing on and off.

Help—I have tried to find an answer but not doing very well. TechRepublic seems to always help me with my computer problems.

Any help will be appreciated.
