Screensaver Lock in GPO

I have entered a path in the GP Editor and all users point to the specified path correctly. However, when a user logs in the directed screensaver is always the default of selections. I chose the sstext3d file in the Win>Systems32 folder and chose the time configuration. However, when a user logs in the default of “Microsoft Windows” is always displayed. I have tried this with all the availiable screensavers with the same outcome. I have made sure the GPO refresh rate is set so I know the policy is taking effect, but I am at a loss. This is the only holdup on an image I am pushing out.
