scroll bar

How can I set the speed at which the scroll bar on the windows browser page sits, to a smalller incriment. Meaning, when I click in the grey bar where the scroll bar is located, it moves to a new page. I would like to make it move only a line or two at a time. It does this in word or excell. When I use the browser,it scrolls a page and a half. I added a patch yesterday. This is NT.
