security feature enabled

Am doing a work study program to further my
networking & troubleshooting knowledge,as soon as i started i was confronted with this tough project.One of our students went into
internet options & enabled content advisor &
password protected it.Youcan see what transpired thereafter.from our director and down each one of us tried,but we aren’t able to get into netscape or ie.i went as far as deleting the content advisor registry key with no success.i suggested uninstalling netscape & re-installing it over,but it got too late.My question to all is has someone encounted this & Suggestion as to how to attack this issue.Also how to uninstall ie 4.1 would be very helpful—THANX IN ADVANCE
